Why Are AA and A Ranked Together in State Tourney Results?

As we all know, this year single A got to be considered for a state championship individually. This is reflected in the results and AAA, AA and A were displayed independently on the team scoreboard at states. So why are single A listed individually AND listed in with AA teams on the state tournament scores? If they are going to get their own state championship and their own list then they need to not be lumped in with AA for a AA/A list. http://www.wvmat.com/statetou/17aa.htm
All this does is results in AA teams getting ranked lower while single A teams still get to be ranked high on their own list. Isn't the whole reason the single A teams got their own recognition because they were tired of being lumped in with AA teams?
Here is how the top 20 of the AA list would look without single A teams mixed in:
