Vortex is right. Seven teams in region means #1 gets a bye and #2 does as well if any team has agile at that weight. Hurts your regional team score but increases your odds of qualifying for state.

I would think the #1 and #2 goals for regional competition are:
1. Qualify the entire team.
2. Qualify the entire team without injury (or flagrant misconduct).

I hope you're being sarcastic.
You do realize that there are no more than 7 in each bracket. Some have 6, some 5, some only 4. Every wrestler is seeded- #1 seed gets the 8, the 2 gets the 7 and so on. Byes aren't randomly given. #1 gets a bye. If only 6 wrestlers in a bracket, then #2 seed gets a bye. South has a #1 or #2 seed in almost every class.

Bearhugger, you said it perfectly! Coming in first as a TEAM is just icing on the cake. Getting as many FROM your team should be #1 goal, no injuries #2. And getting as many as you can advanced means 1 thru 4 if the top 4 advance. If you have all 14 advance, and they all finished 4th, and the next closest team advanced only 8 or 9, the odds of the 14 winning TEAM state are better than the 8/9 that advanced to win TEAM STATE. They have less bodies to work with.

Wrestling is many things. One of which is that wrestling is a "war of attrition". A single match is a war of attrition. A team making it through the season is a war of attrition (injuries, disease, quitting, grades, etc). Regional qualification (especially AAA region 4 and AA/A region 1) is a war of attrition.
Once the smoke clears February 18th, then the state tournament picture will shape up. Even the juggernauts like South and Indy could and should qualify their entire teams, but not without greater opposition as compared to last season. Some cream will be spilled.
