So there will be no byes at the state tournament this year. Some regions had/have no 4th place finishers. How and who decides which 5th place finishers from a region gets the nod?

It appears all regions had at least 4 grapplers in each weight class. AAA region 3 still remains a mystery. No brackets and no scores. However, I checked with "TrueSouthFanInRegion3" this morning and he said that all weights had at least 4 wrestlers or more.
